Proposal for remediation of excess sewage and storm water that are released without treatment into the East River when heavy rain exceeds the maximum handling capacity at the sewage treatment centers. Locations for remediation to be at the C.S.O. (Combined Sewer Overflow) designated areas where an urban lagoon of phyto-remediation would filter and clean the untreated sewage and storm water before it’s slow release into the East River. Also, would be a point of attraction for wild life and educational purposes.
